The European Union's highest court ruled Thursday that British working time rules break European law because they are too lax on minimum rest periods.

The Luxembourg based European Court of Justice said the British guidelines "are liable to render the right of workers to daily and weekly rest periods meaningless."

EU governments agreed in 1993 that workers have a right to rest 11 hours every 24 hours of continuous work.

Now, the court said in a statement the British application of those rules was illegal "because they do not oblige employers to ensure that workers actually take the minimum rest periods."

The EU head office took Britain to court two years ago. In March, a court adviser already said the British exemptions were illegal.
